The son of former governor and U.S. Senator David Boren, Dan Boren previously was elected to the State House of Representatives less than two years prior to his decision to run for an open Congressional seat in Oklahoma.
 
Because this seat is one of the most Democratic in the nation, the real election to determine the ultimate winner was held in the Democratic Primary where Boren faced stiff competition from former prosecutor Kalyn Free, who came into the race with wide name recognition and financial backing. Before CRS got involved in the race, polls showed the race tightening to within the margin of error.
 
The Boren campaign hired CRS to engage a phone program the last few weeks of the campaign which defined the candidate with persuasive messaging to targeted groups. The results proved victorious as Dan Boren rolled up a 57-43 margin over his opponent and provided the momentum he needed for the general election in November 2004.
